Salary: $3,966 - 4,819 / Month
JOB: Under direction of the Animal Services Authority General Manager, supervises and coordinates the work of staff engaged in animal care activities in the Authority’s animal shelter; interprets and enforces State and County laws pertaining to the care and sheltering of animals; possesses a thorough knowledge of the requirements and procedures for the safe and humane keeping of animals and shelter management techniques; supervises staff involved in the receiving, assessment, medical treatment, custodial care, adoption, and humane euthanasia of unwanted animals; provides assistance to the community in resolving animal problems, including over-population of domestic animals; to act for the Animal Services Authority General Manager during periods of absence; and other duties as assigned.

THE REQUIREMENTS: Any combination of education and experience that would provide the required knowledge and abilities is qualifying, unless otherwise specified. A typical way to obtain these would be: Training in supervisory and administrative techniques and three years of supervisory experience in animal control, humane society or other animal facility providing similar public service operations.

KNOWLEDGE: Considerable knowledge of: State and local laws and ordinances relating to animal care and control; the proper care and handling of various breeds of animals; the principles of humane animal shelter management; organization, operation and procedures of related government and law enforcement agencies; safety procedures, OSHA and CAL-OSHA requirements; principles and practices of personnel and fiscal administration; and animal health processes, such as preventative treatment and vaccination protocols.

ABILITY TO: Establish and maintain effective working relations with fellow employees, law enforcement agencies and the public; supervise subordinate employees; analyze animal services shelter problems and adopt effective courses of action; prepare clear and concise verbal and written reports; handles sensitive inquiries from and contacts with public officials; identify immediate and long-term staffing needs and propose solutions; plan and oversee staff training and development; complete workplan goals in a timely manner; manage the animal services shelter budget; complete educational programs covering legal aspects of animal control; operate computer, facsimile, copier equipment; follow oral and written directions.

SPECIAL REQUIREMENTS:
Training: Incumbent must attend and pass the euthanasia certification course as provided for by State law prior to the completion of the probationary period.
License: Incumbent must possess or have the ability to obtain a valid Class C California Driver License. Possession of an Animal Health Technician Certificate is highly desirable.
Background Investigation: Fingerprinting and successful completion of a criminal background investigation is required.
Hours: Availability to work a flexible schedule including nights, weekends and/or holidays.
Lifting: Ability to lift 50 lbs. unassisted.
Special Working Conditions: Exposure to animals who may be hostile or dangerous.

Eligible lists are used for Full-time (40 hours a week with benefits), Part-time (20-39 hours a week with benefits)
and Temporary (20-40 hours a week - no benefits).

EMPLOYEE BENEFITS:
VACATION - 15 ¼ days 1st year, increasing to 30 ¼ days per year after 15 years service. Available after 1 year service.
ADMINISTRATIVE LEAVE - One week advanced upon appointment; two weeks accrued each year; can be taken in cash or time off.
HOLIDAYS - 11.5 paid holidays per year.
SICK LEAVE - Six days per year; after 6 months.
BEREAVEMENT LEAVE – 3 days paid in California, 5 days paid out-of-state.
MEDICAL PLAN - The County contracts with PERS for a variety of medical plans. For most plans, County contributions pay a large majority of the premiums for employees and dependents.
DENTAL PLAN - County pays for employee and dependent coverage.
VISION PLAN - County pays for employee coverage. Employee may purchase dependent coverage.
RETIREMENT AND SOCIAL SECURITY - PERS retirement plan, 2% at age 55, integrated with Social Security plan. County pays a portion of retirement contribution.
LIFE INSURANCE - County paid $50,000 term policy. Employee may purchase supplemental life insurance.
LONG TERM DISABILITY PLAN - Plan pays 66 2/3% of the first $13,500, up to $9,000 maximum per month.
DEPENDENT-CARE PLAN – Employees who make contributions for child or dependent care may elect to have their contributions made utilizing “pre-tax dollars.”
EMPLOYEE/FAMILY CREDIT UNION - Offers systematic savings and low interest loans.
DEFERRED COMPENSATION - A deferred compensation plan is available.
AUTOMATIC CHECK DEPOSIT - Required for all employees in this bargaining unit.
